In the late 19th century, France seriously pursued an ambitious engineering project that aimed to flood part of the Sahara Desert with Mediterranean seawater, creating a vast inland sea that supporters believed would transform the region’s climate, boost agriculture, and expand trade. Although the proposal gained political and scientific backing, it ultimately collapsed after surveys revealed major flaws in its underlying assumptions.
The idea was championed by French army officer and geographer François Élie Roudaire, who believed several salt flats, known as chotts, in present-day Algeria and Tunisia lay below sea level and could be connected to the Mediterranean through a canal. His proposal gained momentum after receiving the support of Ferdinand de Lesseps, the celebrated engineer behind the Suez Canal.
Roudaire envisioned cutting a roughly 190-kilometer canal from the Gulf of Gabès into the desert, allowing seawater to fill an area of about 5,000 square kilometers. He estimated the project would cost just 25 million francs and believed the new sea would increase rainfall through evaporation, turning nearby desert land into fertile farmland while opening new commercial shipping routes.
The proposal also reflected France’s colonial ambitions. Beyond improving agriculture, the inland sea was expected to strengthen French control over North Africa by creating a natural barrier that would isolate rebellious tribes in southern Tunisia. The plan fit neatly into France’s broader “mission civilisatrice,” the colonial belief that European rule would bring progress and development to its overseas territories.
Encouraged by early enthusiasm, the French government funded several expeditions during the 1870s to survey the region. However, the investigations revealed that key sections of the proposed basin were actually above sea level, making the original concept impossible. Engineers also revised the project’s estimated cost upward to more than one billion francs, effectively ending government support in 1882.
Roudaire continued promoting the idea through a privately funded research society, but he died in 1885 after falling ill following another expedition. The proposal faded from public attention, though later engineers periodically revived variations of the concept throughout the 20th century.
Today, the Sahara Sea remains one of history’s most remarkable unrealized megaprojects, remembered as a bold but deeply flawed attempt to reshape both geography and climate through engineering.
